Septic permits in Dare County, explained

Septic permitting in Dare County is one process wearing two hats: North Carolina's law sets the permit types, and the county's environmental health office administers them. This page is the plain-language map of both — what each permit is, what the fees are, who may do the work, and where the records live. Everything below is from the statutes at ncleg.gov and the county's own published materials.

The three documents in a system's life. G.S. 130A-336 requires an Improvement Permit before a new system on an unserved site, then a Construction Authorization before installation; G.S. 130A-337 requires the system to be inspected and covered only after the local health department approves, with the operation permit issued at that approval; and G.S. 130A-339 ties the whole sequence to the power meter — permanent electrical service cannot be connected to the structure until the improvement permit, construction authorization, and operation permit are in place. In Dare County that local health department is Dare County Environmental Health Services, whose Nags Head campus sits at 2514 S Croatan Hwy and whose Frisco campus on Hatteras Island is at 50347 NC 12.

The county's numbers, from its own published application: a new residential system application carries a $150 fee, a new commercial system $400, a repair of an existing system $125, and an addition or change of use $25; the county asks applicants to allow seven working days for processing. The application itself must be signed by the owner or the owner's legal representative under rule 15A NCAC 18A .1937. A permit's life has a shape, too: an Improvement Permit issued with a site plan is valid for 60 months, while one issued with a plat does not expire while the site and wastewater characteristics stay unchanged — the detail that matters to buyers holding old permits and sellers marketing with them.

Who may do the work: G.S. 90A-72 requires anyone constructing, installing, or repairing a permitted on-site system to hold certification at the required level — the homeowner's practical translation is that the crew that touches your baffles, lines, or drainfield should be able to state its certification, and G.S. 130A-335 places the legal obligation for an approved system on the property owner, not the contractor.
